A Wheel of Fortune can indicate minor or major wins, or minor or major losses. Things can go both ways.
Place in the cycle
With the Wheel of Fortune, the second major cycle of Tarot commences. The first cycle in the first cards of the deck was about development as a child, accumulating wisdoms and integrating them into your personality. This second cycle is about your development as an adult. It is a more demanding cycle. You'll have to see if you can face what the world throws at you.

Positive
Make your choice, dare to take the steps. The opportunities did not come to your doorstep randomly, and if you don't embrace them now you may regret it later.
Neutral
When the card of the Wheel of Fortune falls in a reading, you will usually be well aware of it. The card brings a new challenge which, if you accept it, will guide you out of your comfort zone to new lessons.

Now is not the time to start a new adventure, leave everything as it is.
4 of Wands
Explanation
This card is about fostering cooperation to realize your ideas.
The number and element of this card (4=structure, element=fire) are in sync because fire can use the stability of structure, and structure can use the liveliness of fire. Here the structure of 4 doesn't cause stagnation.

Positive
Listen to the advice of others, you don't have to invent everything on your own. Try to maximize their advice.
Neutral
You're talking with others about your ideas. Others will help you and stimulate your ideas, which increases your self-confidence.
By talking with others about your ideas you'll be pointed towards new possibilities.
Negative
Do it alone, you can do it on your own. You never know who's going to steal your idea if you tell others.
Ace of Pentacles
Explanation
With Wands, you surveyed the world for worthy goals and ideals.
With Cups, you decided on a specific (set of) ideals to pursue.
With Swords, you faced some initial problems on your road towards your chosen ideal(s).
Now in Pentacles, it's about the remainder of the work (with procedures worked out by Swords) that gets you to completion of your chosen ideal(s).
The element attached to Pentacles is Earth. And it's attributes are perseverance, taking pride in boring hard work, discipline, order.
Pentacles are often refered to as related to money. But that's a bit of a narrow view. It's about the hard work that completes the journey to an ideal and thus give your life fulfillment.
The Ace of Pentacles has the number 1 attached to it, which is always the number of a new beginning.

Positive
You've figured out what to do, you sort of know how to do it, then now is the perfect time to start doing it. And don't give up easily.
Neutral
When this card falls, it might serve to point your attention to whatever is new and fresh in your life; a new job, study, love relation, business relation, project, etc. Look to the other cards in the reading to see what more can be said about it.
Negative
The plans you made for getting to your ideal might not be the optimal course for getting there after all. Stay flexible, something you encounter might be a shortcut for you.
The Fool
Explanation
Only a fool would stand so close to the cliff's edge.
But the fool is on a high, thinks he can handle anything the world will throw at him. Here in lies both his strength and his weakness. One false step and the tumble down the rock face could be short or long. The fool doesn't even know how long, because he looks to the sky.
Place in the cycle
The fool is the first card in the deck, the new born heading out into the world, facing the different stages of development ahead. One can undergo many cycles during his or her life, the last card in the major arcana ('The World') always followed by The Fool for some new aspect of life to be discovered and experienced.

Positive
Don't look at practicability or feasibility for a while. Open up to your desires and dreams, without immediately trying to figure out how to realize them.
Dream all you want and figure out which dreams to realize later.
Neutral
You're probably saturated by the life you now have around you.
It's time for something new, to let the child inside you boss the adult in you around a bit as it discovers these new things to explore.
Negative
Perhaps you're discouraged by your dreams, because your subconscious is telling you you're not happy with current circumstances, while your higher intellect is still OK with this situation.
Knight of Swords
Explanation
The Knight of Swords lacks the naivety of the Knight of Wands, he has analyzed the terrain ahead and weighed his options there. He knows what his own nature can throw into the mix, but does not let himself be held idle by that. The activities ahead will likely include the solving of conflicts and problems on your road to your ideal.

Don't avoid any confrontation right now. Face it head on and let yourself be heard.
Neutral
There will be some problems and possibly some confrontations on the next leg of your journey. You're advised to fight for your rights, but with constant attention to where the stream of events is heading. Stay relaxed enough to deal effectively with unexpected events.
Negative
Don't be too aggressive, or you'll scare away those that can help you. You don't always need violence to solve problems or conflicts.
2 of Pentacles
Explanation
The 2 of Pentacles is an assignment number card, and the assignment here is to maintain a happy and relaxed attitude during a wait for results of what you started.
Meaning
Positive
You might be able to do some preliminary work while you wait. Try to relax a bit as well.
Neutral
You've started something that now practically requires you to wait a bit for results to come in. This gives you the chance to relax, and to do some final polishing as well.
Negative
You don't actually have to wait for results right now, you can proceed with your efforts, perhaps from a different angle.
5 of Pentacles
Explanation
The 5 of Pentacles is an assignment-number card, and is about letting go of your securities. Pentacles element Earth (also) represents material posessions, so this card is about letting go of (some of) your worldly assets.

Positive
Don't look back, and don't get depressed over what you've lost. Things may seem a little barren right now, but help is on the way.
Neutral
Despite losing something, you gained something as well; freedom from ties.
Negative
You're too afraid of losing your securities and thus setting yourself free.
Page of Cups
Explanation
The Page of Cups is about cautiously exploring your own emotions (about the course ahead).
Meaning
Positive
Now is the time to carefully show your emotions to those around you, but don't go overboard straight away. Only show as much of your emotions as you need to get good advice.
Neutral
You've been rational about your choices for a long time. Now is the time to consider your emotions, and to cautiously discuss those emotions with those whose advice you value.
Negative
You're too cautious at the moment, it might be wise to discuss your emotions with others just a bit more.
10 of Wands
Explanation
The 10 in the small arcana, any of the Wands, Cups, Swords or Coins cards, is the number that connects to the Ace of the next element.
The 10 of Wands is therefore the transition from the element Fire (associated with Wands) to the element Water, associated with Cups. As you might imagine, this not the easiest of transitions.

Although it would be nice to focus on just 1 thing, now is not yet the time for it. You need to keep track of multiple responsibilities at this time.
