A Wheel of Fortune can indicate minor or major wins, or minor or major losses. Things can go both ways.
Place in the cycle
With the Wheel of Fortune, the second major cycle of Tarot commences. The first cycle in the first cards of the deck was about development as a child, accumulating wisdoms and integrating them into your personality. This second cycle is about your development as an adult. It is a more demanding cycle. You'll have to see if you can face what the world throws at you.

Positive
Make your choice, dare to take the steps. The opportunities did not come to your doorstep randomly, and if you don't embrace them now you may regret it later.
Neutral
When the card of the Wheel of Fortune falls in a reading, you will usually be well aware of it. The card brings a new challenge which, if you accept it, will guide you out of your comfort zone to new lessons.
Negative
Now is not the time to start a new adventure, leave everything as it is.
The Judgement
Explanation
The Judgement is a card that is near the very end of the last cycle of the major Tarot. It represents an outside source making judgement over you.
Place in the cycle
The Judgement has the number 20 assigned to it, and therefore has a composed number 2 attached to it as well.
2's are assignemnt numbers. And assignments can even happen while in a reward cycle.
You would be wise to judge yourself on the points that the external authority might judge you. Then it's verdict will be less of a suprise to you.
Meaning
Positive
Re-live your past, small piece by small piece, to see what you've accomplished and what still hurts. Take it easy though, don't ask too much of yourself during this process. Try to keep focus primarily on the positive sides of your past.
Neutral
By re-living your past, you get rid of old blockages and throw away the last burdens that are left over from your journey. Re-living the past may be painful at times, but it helps you close off the past as well.
Negative
You run the risk of getting stuck in the past, because if you move beyond it, you'll have to face the unknown.
So don't dive into the past when the card is drawn upside down, apparently right now is not the time for it.
King of Cups
Explanation
The King of Cups uses his intuition to achieve his ideals. Since Cups are turned inward, and Kings turned to the outside world, this card might be a difficult one, or it could be a powerful one.
Meaning
Positive
Trust your instincts and intuition, let your ideals show a bit, and don't let the scepticism of others keep you from achieving your ideals.
Neutral
You're convinced that feelings and what your heart tells you are more important than rationality and cold intellect. You radiate idealism to others, and some of them might follow you because of that.
Negative
Don't lose sight of reality, you might be too idealistic at the moment. Try to be practical.
The Emperor
Explanation
Like The Empress, this card indicates power. But instead of spiritual power, this card indicates materialistic, worldly power. The Emperor is sometimes compared to Mars, God of war and courage.
Place in the cycle
The Emperor has the number 4 attached to it. This is the number of order and structure, the number of matter; with 4 things can be built and organized.
There are 4 seasons, 4 elements, 4 wind directions. The number gives stability and orginanisation and discipline and a steady strength to get done what needs to get done.
The number 1 brings the idea, the number 4 takes it on. This also means that with this number 4 things can be decided one way or another.
While the previous card, The Empress, indicates a time to relax and enjoy, with this card it is time to get things underway and for the work to commence.

Of all the things that are heading your way you must pick just a few or even just one to focus on. Get your goals into focus and stick to your goals. Be careful not to get distracted.
Neutral
This card falls in a time when you're busy and facing challenges. This means there is a lot to do and a large need to organise and structure your activities.
You feel strong and full of energy, you have willpower and selfdiscipline and an ability to close yourself to distractions.
Negative
Don't be too rigid, you can't achieve your goals with just strength, often wisdom and knowledge are needed as well.
The Empress
Explanation
The Empress expresses wordly power, but not without female influences like a sense of spirituality.
Of the four wisdoms that The Magician represents she represents the wisdom of the body and of feelings. She is compared to the love and harvest Godesses.
Place in the cycle
The Empress carries the number 3. This is the number of birth, of plenty, of harvest, of summer, of the first results. The number 3 stands for joy and fun, for creativity and fantasy, for warmth and humor.
The number 3 is a magical number; 1 is a dot, 2 a line but 3 the first number that generates space. The triangle and pyramid have positive and magical qualities. Add the numer 1 (male) to the number 2 (female) and you get 3 : the child. In many old cultures the number 3 was a holy number, generating balance and harmony.

Positive
Enjoy your good feelings and make the best of them. Recharge yourself with new energy, do fun things or be pampered by others. You've earned it.
Neutral
When the card of The Empress is drawn, it means you're in tune with yourself, you have a balance between heart and mind, you're content with yourself and feel fine by yourself.
The card indicates a happy period in your life, with strength for what lies ahead.
Because you're content with yourself, you radiate that contentness to others who may pick up on it and find you attractive because of it. The card could even indicate a pregnancy.
Negative
Be careful not to get lazy or to enjoy this time passively. The good influences of the card may pass by without you capitalizing on them.
10 of Cups
Explanation
The 10 of Cups is the link to the Swords suit. It is time to leave your own emotions behind and face the world and the tasks ahead.
Meaning
Positive
It is time to pursue your chosen ideal. You've mapped out most of the road ahead of you, now it's time to start walking.
Neutral
You've found hapiness when you've found your ideal to pursue. You know what you have to do to give your life substance, now is the time to get really started.
Negative
The ideal you've chosen might not be the right one for you after all. Take a little extra time to think about your goals one more time.
6 of Cups
Explanation
The 6 of Cups is about having confidence in something. It is the number of security and harmony. In the suit of Cups this means to be in harmony with yourself.
Meaning
Positive
Learn to have enough confidence in yourself so that you will attract good events in your life. You don't always need to pull the cart yourself.
Neutral
You're content with yourself, you know that after a storm the sun will probably shine, and you radiate this to others who will think better of you because of this.
Negative
Try to stay realistic, it's not wise to have blind faith in that everything will turn out fine. Sometimes you need to pull or the push the cart yourself indeed.
Temperance
Explanation
Temperance is the third of four mideaval values, and the last mideaval value in the Tarot.
According to mideaval understanding this value is about reaching the golden middle ground in a field of opposites. Not too happy, not too angry, not too sad. In everything balance has to be achieved, extremes were not appreciated.
Place in the cycle
Temperance carries the number 14, composed that is 5.
5 is an assignment number, which indicates there's work to be done.
With Death, an important decision made with The Hanged Man was given shape by letting go of the old. Now you're in a transitionary period and this Temperance card is a place of rest during the journey through the underworld.
Meaning
Positive
Experiment, search for what you think will be good for you. Try everything and don't get discouraged when you don't immediately feel some gains. Know that chances don't come around every day and it's up to you to find and shape chances. You have got to work for it.
Neutral
This transitionary period has it's downsides. You may feel you're making progress one moment, then falling back the next. But in the end, you are making progress even though at times you feel you're not. You are more careful and more of an adult when making your choices. You're more flexible, because you know there may be something unexpected just around the corner. You don't fully realize yet how far you've already come.
But be careful you don't end up in an endless quest for compromise. Draw conclusions for your experiments, because otherwise the effort might have been in vain.
Negative
You're looking for compromises a bit too hard.
The World
Explanation
The world is large, but not as large as the galaxy or the universe.
The person in the center of the card has completed many journeys already, and is completely at ease. Yet she continues to move, for having reached your goals is no reason to stop moving.
Place in the cycle
The World carries the number 21. As a composed number that is 3. The World is the third 3 in the Major Arcana. 3 is a reward number, so the third 3 must be even more powerful.
This card falls when you've completed all assignments, overcome all obstacles and are completely at peace with yourself due to your accomplishments. Yet Tarot wouldn't be Tarot if it didn't challenge you to enter entirely new worlds and start the process all over again.

Positive
Use your abilities to see into yourself, others and situations. Reconnect with your inner child and go back to The Fool, the first card in the deck, to learn yet new aspects of life.
Neutral
This card doesn't get drawn often in readings. When it does, it means you're entering a very important period in your life. You've reached a point where you're able to rise above yourself, to reach new heights. You're at peace with all that has happened, and your negative emotions find a (hopefully gentle) way out by themselves.
This card is not so much negative or positive, as it is special. It's the threshold between past and future.
Negative
This might not be the moment to embark on a new journey, something in your (recent) past is as yet unsolved.
