A Wheel of Fortune can indicate minor or major wins, or minor or major losses. Things can go both ways.
Place in the cycle
With the Wheel of Fortune, the second major cycle of Tarot commences. The first cycle in the first cards of the deck was about development as a child, accumulating wisdoms and integrating them into your personality. This second cycle is about your development as an adult. It is a more demanding cycle. You'll have to see if you can face what the world throws at you.

Positive
Make your choice, dare to take the steps. The opportunities did not come to your doorstep randomly, and if you don't embrace them now you may regret it later.
Neutral
When the card of the Wheel of Fortune falls in a reading, you will usually be well aware of it. The card brings a new challenge which, if you accept it, will guide you out of your comfort zone to new lessons.
Negative
Now is not the time to start a new adventure, leave everything as it is.
7 of Pentacles
Explanation
The 7 of Pentacles is about perseverance, about not giving up the work. Yet it may also make you aware that while you've started the job, you're now perhaps also quickly tired from the work.
Meaning
Positive
You've got to decide, because it doesn't feel nice to be divided between two extremes; either you enjoy the work you've done so far, or you work some more right now.
Neutral
You're divided between a desire to be active, and a desire to be lazy. You want to stand still and admire your own work, yet something inside you is telling you you've done this for long enough now.
Negative
It's not wise to be lazy at this time. Your situation likely demands that you keep on working.
Justice
Explanation
Justice is an important concept in nearly every culture and religion. It is part of the four midieval values, the other three are: strength, temperance and carefulness. Only carefulness is missing from the major arcana, nobody really knows why.
Place in the cycle
This card carries the number 11. In the Rider-Waite deck, Strength and Justice have swapped places because Waite saw links with the astrological signs Leo and Libra.
Consisting of two 1's, it has both the characteristics of 1 and 2. A number full of opposites therefore. The number 11 is the first assignment number in the new cycle.
Meaning
Positive
Waiting for another can be very frustrating. See what you can do on your own. Make your own analysis, subject yourself to your own objective judgement. Then the judgement of the other(s) won't a surprise to you anymore.
Neutral
When the Justice card is drawn, you will feel a major change heading your way, which brings some apprehension or excitement on your part along with it. An outside entity could have to pass judgement on you, which will leave you feeling somewhat powerless.
Negative
Don't wait for the judgement of others. You'll be able to continue on your own.
Page of Wands
Explanation
Pages are exploratory in nature. They look at new ideas, or at old ideas from a different perspective. They don't actually decide much.
The Page of Wands is about exploring new ideas, about making some preliminary plans. It brings something new.
Meaning
Positive
Take your time to evaluate all the new ideas coming your way. One of them might be worth pursuing.
Neutral
Everything before this was perhaps a little boring, but with this card you might detect a new enthousiasm in yourself that will help you decide what to do next. This is the card to break an impasse with.
Negative
You might be a bit too careless, wandering from idea to idea. It's time to pick one of those ideas and pursue it.
9 of Swords
Explanation
The 9 of Swords represents relief from cropped-up grief. The number 9 is a number of reward and rest and accomplishment. In the element of Swords there is not a lot of time for rest, but without any rest you'd just burn yourself out.

Positive
Even for men, it is sometimes allowed to cry. Crying can help you get rid of intense cropped up grief, and much improve your outlook on the world.
Neutral
When this card falls, it is time to deal with grief cropped up over possibly a long time. It's now time to get rid of both the grief and the blockages it's caused in you.
Negative
This is not the time for mourning, which you could have been doing for too long now. Try to face the world without negativity.
Strength
Explanation
Strength is the second of the four midieval values. Justice, card 11, is the first, and the third, Temperance, is card 14.

This card signifies a long process. When the card is drawn upside down, it usually means you're not going fast enough for real change to happen.
9 of Cups
Explanation
The 9 of Cups represents achievement and contentment. It is an excellent time to take some rest and enjoy yourself.

After going through a difficult time in which you had to reconcile your own emotions, you now experience the bliss that harmony with yourself can bring.

Don't be too lazy, try to share with others what you have to offer.
3 of Cups

The 3 of Cups represents hope, faith and love. The 3 is a reward number and in this suit of Cups your feelings during that number will be that of joy and self-contentment.

Positive
This card will test your abilities to enjoy hope, faith and love, in the widest. Let go of all doubts and enjoy the comfort of the innocence of a child who believes all will turn out for the best.

You might be feeling a lot of optimism about the future, and this is not unjustified, even though parts of the world might believe differently.
Negative
You can go overboard with enthousiasm and optimism as well. If this card falls in a negative, upside-down way, try to be more realistic, so you don't get disappointed later.
3 of Swords
Explanation
The 3 of Swords is about assertiveness.
Sometimes you just shouldn't ignore those others that do you harm (conciously or not). Sometimes you should face them and force them to respect you.

Now is definately the time to get more assertive with someone who's probably testing you for a while now. Some people just won't quit until you tell them to, so you'd better tell them quite early.
Neutral
You've cropped up your feelings for too long, and you feel like telling someone who's been testing you the full truth today. Probably not a bad idea to show them you've had enough.
Negative
Don't be too vigorous in your complaints to others right now. Either the time is not right, or you're planning to bark up the wrong tree.
8 of Pentacles
Explanation
The 8 of Pentacles is about keeping up the hard work you're doing, and trying to be happy about doing that work at the same time. While the 3 of Pentacles is about completing a masterpiece, the 8 of Pentacles is about doing the apprentice work that makes you a master of your trade.
Meaning
Positive
Even though everyone gets tempted to just abandon their sometimes boring hard work in search of adventure, now is not the time for you to seek adventure. You'll reap rewards you might not even realize from this hard work, when it's done.
Neutral
The work you're doing at the moment has become boring to you, as a lot of work often becomes to anyone. You may feel an urge to let your project slide and focus on something new. Consider what you'll gain if you'd complete the boring work, though, before abandoning it or letting what you've accomplished so far degrade by a period of stagnation.
Negative
Don't turn your work or project into a prison. A brief period of laziness might serve to bring your attention to new opportunities, related to your project or not.
