This is an administrative category, used for maintenance of the Wikipedia project. It is not part of the encyclopedia and contains non-article pages, or groups articles by status rather than subject. Do not include this category in content categories (except for eponymous maintenance categories).

This is the top-level category to organize WikiProjects, which are groups of editors working together to improve Wikipedia.

You should place your WikiProject's main page and/or main WikiProject category in one of the sub-categories of this category, not directly in Category:WikiProjects itself. Note that most of these sub-categories are themselves sub-divided.
